The Canadian Free Press is a blog website that expouses opinions with an ultra conservative bent. The opinion article was generated as a Press Release by the IER, the Institute for Energy Research. It is a Big Oil lackey like the API and is funded by the oil and coal industries.
The article is just more industry/special interests spin and misinformation.

I looked it up, and here's what the EPA study actually said: (And please note that it says 'one cent per gallon.')
"Based upon a new study conducted by MathPro – an expert refinery consulting firm – the price of reducing the average gasoline sulfur content to 10-ppm would be modest, likely less than one cent per gallon. Further, lowering sulfur in gasoline is a very cost-effective means by which to achieve substantial emissions reductions."
"The emissions reductions from Tier 3 vehicles and gasoline will be accompanied by substantial health and welfare benefits. For example, the NOx reductions will lead to reduced levels of ambient particulate matter (PM) that, in turn, will translate into more than 400 avoided premature deaths and 52,000 avoided lost workdays each year."
