sadly, the consumer allowed this to happen over time, now the consumer screams for the government to fix it. Sadly, at the same time, said consumer complains about too much government intervention and regulation.

Wow, this guy's got a really good idea, if it passes and if it works. My mom have a Seville (2000, so don't get the idea that she's wealthy and can afford whatever the market throws at her.
She has to go to a 'special' guy who is trained by Cadillac, and I suspect he charges Caddy prices. She told him once that his latest invoice would break her for the rest of the month, and he just stared at her like she was crazy. All old ladies are millionaires, right? That was the attitude.
Now the AC has stopped blowing cold, and instead of going to get that simple service done, she's afraid because every time she goes for scheduled/minor maintenance, they hit her with anywher from $500 to the most recent, $3000. She bought the extremely long warranty.
Thank the Lord that warranty is about to lapse and she can go go a real mechanic with a name patch, not a gold-plated tag; and one who wears Dickies uniforms instead of a suit and tie (yeah, really he does that).
I'm not very mechanical, but I'm going on DIY or something similar to see if I can recharge it. I wouldn't be surprised if they have some special tool, computer or 'magic' coolant to thwart the DIY types.

A guy named Henry Ford started all this over a century, when he had his engineers design in the requirement for special tools that only the dealerships could acquire. I would love to have a law that required that manufacturers provide any and all devices usually used to repair their vehicles at the same price that they make them available to the dealers.

When I lived in Japan, the Automakers (and other corporations) conspired to withhold this information from the consumers, and managed to throw enough money at legislators to make it happen. The poor consumers are completely held hostage by these corporations. Just imagine living in a country that: - Haynes / Chilton manuals aren't available. - Kelly's Blue Book is a CLASSIFIED document ONLY available to insurance companies and Car Dealers - When you get your vehicle inspected at the DMV, they don't tell you what's wrong, they just hand you a bill of what they DID in order to get it to pass (burned out tail light = $30, old shocks changed = $700...)
I'm seeing America sliding in that direction: Corporations allowed to vote/act live living persons, SuperPACs, etc....

This is not fair to consumers. There are diagnostic machines out there that are within $ reach of the average auto owner and pinpoint the troubled areas so the backyard mechanic can fix his own vehicle.

Car manufacturers should voluntarily register all essential vehicle codes with their related information in an open centralized database accessible by everyone. Unfortunately, government is now getting into the act as the voluntary registration is not working.

Maybe we can get them out of the business of changing 4 spark plugs for $115 (Honda) when they were checking catalytic converter & O2 sensor. But they'll treat us like big oil does, for as long as they can.
